This behaviour is not that uncommon. The siamese is probably showing a bit
of dominant behaviour over the other one. Many neutered toms show mounting
behaviour, one of mine does this occasionally (to his brother!). I'm
guessing that your cats do not go outside - make sure they have toys or cat
activity centre type equipment to amuse them. When you see this behaviour
make a sharp noise or tell him off just as you would if, for example, you
caught him clawing the furniture and he may learn that this annoys you.
Otherwise- accept that this is not an actual problem, just a minor annoyance
and don't worry about it.
